Category One responders under the Civil Contingencies Act 2004 are required to asses risk, plan for emergencies, communicate with the public, share information and cooperate with other responders, and have their own business continuity plans.
Primary Care providers are not listed in the Civil Contingencies Act 2004. However the Department of Health and NHS England expects them to plan for and respond to incidents in the same way as Category One responders.
