Procurement of services for vasectomy, minor surgery and dementia

Can you help your local Clinical Commissioning Group with the procurement of services?

We are currently seeking patients, carers or patient representatives in Suffolk who have lived experience of:

Patient involvement is a very important aspect of the work of the NHS Ipswich & East Suffolk and NHS West Suffolk Clinical Commissioning Groups and we want to ensure that the services we provide are shaped by the real needs of local people. The CCGs are about to start procurement for a number of healthcare services and are keen to ensure patients are fully involved in the process.

Being a procurement patient representative involves reading and scoring tender submissions, which can take several hours. Each of the submissions needs to be reviewed and scored on their response to the question we are asking them. Each procurement is different but we can usually estimate how many hours it might take before the start.

You would also need to be able to join a moderation panel. Moderation panels normally meet once for a full day of discussion, but sometimes there are multiple meetings. We will tell you how many meetings you will be required to attend before you agree to take part.

You will need to be able to declare that you do not have a conflict of interest with the tender you are involved in, such as shares in, or in a position of responsibility (i.e. non-executive director) with a bidding organisation.

Before you start, you will also meet the person leading the tender process. This person will provide an overview of how the process will work. Meetings can take place in the way that best suits you, whether that be face-to-face, over the telephone or via another virtual method. Your liaison person will also be on-hand throughout the procurement process, should you have any questions or require additional guidance.

Vasectomy

This is a “pass and fail” procurement process which requires less involvement for the participant. The moderation process will commence in early July 2021.

We are seeking two patient representatives. Full training in the procurement process will be provided and any travel expenses incurred by patient representatives taking part will be covered along with a daily payment of up to £150, according to the number of hours involved.

If you would like further information or would like to get involved please contact Paula Martin, Strategic Projects Support Officer at paula.martin4@nhs.net

Minor Surgery

This will be a fully scored procurement resulting in the selection of a single provider for east Suffolk and a single provider for west Suffolk.

The moderation process will commence in early July 2021.

Two patient representatives are needed. Representatives will be required to read and consider bids. This can take up to a couple of days depending on how many questions require review and the number of bidders. There is then likely to be a presentation and moderation meetings where small groups of people come together to discuss the scores they have assigned from their individual reading.

Full training in the procurement process will be provided and any travel expenses incurred by patient representatives taking part will be covered along with a daily payment of up to £150, according to the number of hours involved.

Dementia

We’re seeking two patient representatives, in addition to one person already instated. Ideally, you will have personal experience of living with dementia or caring for someone living with dementia. This process will take place September/October 2021.
